Jobs in the MCC anti-corruption project in Timor-Leste 26 June 2010. Updated 15 April 2011 Link to analysis and information about MCC and the Threshold program in Timor-Leste. In recent weeks, Timor-Leste newspapers and email lists have carried job announcements by U.S.-based consulting companies for a new anti-corruption program managed through USAID for the Millennium Challenge Corporation (MCC, a U.S. government agency). These announcements are being circulated before USAID awards a contract for this program. USAID has pre-selected six companies which are allowed to bid for this project, and they must submit their proposals to USAID before 16 July 2010. One of the six, QED group, has decided not to apply. Only one company will get the contract for the $5.2 million, three-year program, and the other four will not have any jobs to offer. Unfortunately, USAID procedures require them to name the principal staffers for their program in their proposal, so they begin recruiting before they have jobs to offer. Below are announcements from ARD, Casals, Chemonics and MSI; DAI announced jobs on its website. La'o Hamutuk encourages Timorese who are qualified and interested in working in this program to apply to several companies. Other jobs in the MCC Threshold program have been advertised by USAID and Social Impact. After an eight-month process, USAID awarded contracts for the Anti-Corruption program to Casals and the Monitoring and Evaluation program to Social Impact. Chemonics, 18 June 2010 Chemonics International is recruiting possible staff for a proposal we are submitting to USAID, as are other companies. We will only be able to offer actual employment if USAID accepts our proposal. Our proposal will include names of long and short term candidates to work in Dili for a multi-year anti-corruption project in Timor Leste. Key personnel will be involved in capacity building, training and advising key government counterparts in the implementation of administrative reforms, increased enforcement capabilities including prosecution of cases of public corruption, and the reduction of opportunities for corruption through the modernization of public procurement systems and monitoring of public spending. All candidates should be fluent in written and spoken English. Fluency in Bahasa Indonesia, Portuguese and local dialects is a plus. Prior experience on USAID or other international donor-funded projects preferred. The following positions are being sought: Chief of Party : The chief of party (COP), or head of project, candidate be a U.S. citizen and should have at least 10 years of comprehensive and relevant anti-corruption professional experience in successfully implementing aggressive anticorruption programs in support of court, prosecution, and procurement reforms, as well as promoting system wide public relations and dialogue to advance anti-corruption reforms. Successful candidates should also have an advanced degree in law JD/LLM. In addition to these specific sectoral requirements, the chief of party will be responsible for setting the overall strategic direction and framework under which the project activities and initiatives will be implemented. The COP will ensure that project activities are coordinated among each other, with the Government of the Democratic Republic of Timor Leste (RDTL), and other donors working in the sector. The COP will lead project inputs in support of the national strategy to fight corruption, national sector coordination and policy dialogue 2. Responsibilities: The Chief of Party (COP) position will be responsible for setting the overall strategic direction and framework under which the project’s activities and initiatives will be implemented. S/he will ensure that project activities are coordinated with the government and other donors working in the sector and will lead project inputs in support of the national strategy to fight corruption, national sector coordination and policy dialogue. The COP serves as the Contractor’s designated person for overall management of the Contractor’s relationship with USAID/Timor Leste and supervises the Contractor’s field presence, including operations, administration, logistics, procurement, budgeting, and financial accounting (expenditures and reporting). In close consultation with the COTR, the COP ensures procedures are established and complied with.
